Well Madara is still pretty smart, you can't take away that. Being fooled or manipulated doesn't mean you're not smart. But for people comparing his intelligence to Lelouch or Light? Sheesh! Lol That's just fanboys for you. Madara is well-knowledged, smart, quick-witted and clever but Light and Lelouch are on different levels in all categories of wit besides history knowledge IMO.

Madara isn't omniscient, he only knew what was available.

Based on this he was one of the smartest characters. He took the knowledge that was given to him and used it to achieve his goals, which he technically did for the most part.

If he knew that the knowledge was false and Black Zetsu was behind all of it, then that would have been a different story.
