Probably because Obito already had the body of the sage at one point (you could argue he still had it even without the juubi dUe to the color of his hair at the time he took from Madara, the presence of the juubi probably fundamentally changed the make up of his body). Godoudamas are a result of having the sages body. Sasuke only has the eyes. It doesn't make sense for him to have be able to "control" Naruto's power because it disturbs the balance between the two. It's like saying that Naruto can use Sasuke's s/t because he also has the chakra of the sage, even though he doesn't have the eye.

Naruto shaped the Godoudama, and allowed Sasuke to stand on it. The reason Sasuke was unharmed was because Naruto didn't have the intent to harm him.

In the quote Naruto was referring to Sasuke's jutsu, and Sasuke was acknowledging Naruto's ability, and then basically said that they could do these things because they were "blessed with the chakra of the sage".
