Rinnegan was a bloodline limit that either Uchiha or Senju could awaken.Madara was only able to because he read the stone tablet and had that ideal in his mind while Hashirama didnt give a single shit.

It wouldn't make sense I believe only the reincarnations can have the rinnegan I say this because indra+Ashura=sages chakra. Sage said so himself a ashira reincarnation would have to steal an uchiha's EMS and an indra reincarnation steal senju chakra from an ashura reincarnation.

If it was as simple as all uchiha and senju can gain it then every uchiha would logically have the rinnegan. So it may be limited only to ashura and indra's reincarnation more than just descendants.
