Could we say that Tobiramas obsession with the Uchiha has clearly been the cause of a lot of problems?

I am pretty sure this was the third time Tobirama did something to provoke an Uchiha or just cause some problem within the Uchiha clan.

He probably wanted to create a jutsu specifically meant to disable Uchiha abilities. Kind of like how Orochimaru and Kabuto learned how to suppress Hashirama DNA.
