Senju DNA was never needed to use Izanagi. All Obito said was that you needed Senju DNA to use Izanagi to its maximum potential. Danzo said his senju cells increased the duration from 10 seconds to a minute (i believe) and with Obito's "perfect control" of senju DNA the time is increased to 10 minutes.

No, during Obitos fight with Konan it was stated that only those with both-Uchiha and Senju powers- would be able to perform Izanagi.
