Kakashi has his own variations of Raikiri also. Lightning chain and Lightning Kunai and Lightning wolf.

Adding on to a technique is NOT a special ability. It depends on intelect and if you even WANT to do it.

Lel ..adds special features ? Kirin and other Chidori Variatians are jutsus that Sasuke developed to fight opponents in different ranges. That's not because of his Sharingan. They are all weaker than Raikiri except Kirin.
