It completely depends on the top 10.
If ootsusuki family is in it, kabuto isn't in the top 10... If they aren't in it, then he's in it.

Well let's see... What's faster a Susanoo arrow or tailed beast beast bomb? White Rage Technique isn't even fired at the opponent, it's fired up into the air. What's Bee going to do? Throw Samehada up into the air to absorb it?

Only Fgt's count the God family which they shouldn't since the only relevant character is Kaguya but they shouldn't really count since none of them are ninjas , but even if you count them Kabuto comes after Madara & Obito .

Also you're assuming Samehada is quick enough to reach White Rage before it activates.
