No he is not. Kakashi needs to engages his opponent with clone feints so understand their abilities. Tobirama and Minato don't need to do that, they just see something and know exactly how it works, for example, Kamui, Truth Seeking Balls etc.

Don't think so, Hiruzen, Tobirama and Minato all shown to break a jutsu down by seeing it once while Kakashi with the Sharingan have to see the jutsu more than once

Kakashi needed Naruto, Bee and Gai to help him learn what Minato learned by seeing Kamui once and testing it once, this example alone should have you change your mind since that was Kakashi's second time of fighting Obito (first being with Hinata, Kiba, Shino and Yamato along team 7) and he still didn't know about Obito's Kamui . Terrible analysis, Tobirama and Minato both have the ability to analyze a battle, as seen when tobirama was able to figure out Juubitos weakness or when he was able to recognize that Juubito had the ability to cancel all of ninjutsu. As for Minato he was able to learn the mechanics behind kamui, and he also knew chidori's weakness just by glancing at the techinique.

Kakashi has the Sharingan which analyzes jutsus by allowing his to see the chakra nature and see through most jutsus. Minato shown to have better analyzing ability than Kakashi's Sharingan basically; Hiruzen
