Is Izanagi a counter to reaper death seal?

I don't think so. Once the soul is ripped, it's sealed forever. Izanagi can't bring back a sealed soul, unless it has the feats

Orochimaru took back the hokage's souls and his limbs so its not forever. If Izanagi was activated first, it should trick the death reaper into thinking he already collected the soul. It creates a false instance of reality (Izanami forces the caster to admit reality) so it would only be ineffective if the soul was taken before Izanagi was activated. Of course, if you argued that Izanami forces true reality, then Izanagi is still fake, and the soul was already taken.

You know about the ritual of sacrificing body right? With that ritual, the seal can't be made or broken. Izanagi can't break reaper death seal, unless it shows that it can redo curse/seals. Curse mark/seals in naruto are extremely powerful and they require time and preparation to start the process

Izanagi is a genjutsu cast on ONLY the Izanagi user. The opponent doesn't get affected by Izanagi whatsoever.
(Sasuke vs Danzo: Danzo casts Izanagi on himself, Sasuke isn't affected)

Izanagi can be activated before the soul is taken, but while the soul is being taken , it goes with your chakra, and you need chakra to use genjutsu , so Izanagi will be rendered useless.
