Sun glasses don't block all light. They just block out light that doesn't have the proper polarization. If they blocked all light, you wouldn't be able to see out of them.

Furthermore, why would Kishi be so stupid as to make the ultimate genjutsu have such a pathetic weakness?!

Finally, it is not based on whether or not you see the light. You just have to be touched and engulfed by the light. If it was based on sight, then blind people wouldn't be affected.
