Tobirama doesn't have as many Suiton feats to begin with, so its hard to say. For now, I'd say Kisame. If Tobirama can show better Suiton, then Tobirama will have the edge.

Guys until Tobirama unleashes a giant body of water from his mouth like water dome, Kisame will always be better at suiton. I highly doubt we will see a water dome from Tobirama so Kisame will most likely always be > Tobirama in suiton.
