This just proves to me that she has a deep hate and regret for having kids. The jurys still out whether or not she is in fact the juubi, i dont think she is i just think she got carried away with power in the purest sense and wants all the juubis original power to herself and herself only. I 100% agree with this.

Kaguya gave birth to Hagoromo and Hamura after she ate the fruit(which contained all of the shinju's chakra)

Obviously a great amount of it passed over to her sons. They both gained parts of the Juubi's chakra and it took both of them to defeat Kaguya

He also had the staff before sealing the juubi inside him. Not to mention if the juubi was already sealed away, why was Kaguya shown controlling the shinju in the past?
