Hagoroma created Ninshuu(Ninjustu), Hamura probably created Taijustu.

Ninjutsu and Ninshuu are two seperate things though, Ninshuu is the process of connecting chakra with another so both parties better understand each other, Ninjutsu was what ninja used chakra for to create war.
