I'm implying the area which is turned into a fluid like substance no longer effect Kisame.
No implications it woulnd't. The sandwich itself isn't instantaneous, so Kisame can just stand in its near proximity while in contact with it to turn it into fluid. Anyways, it seems obvious that when Kisame is literally swimming through the ground like its fluid the ground that is on his 'road' is instantly being turned to liquid.
