Most underrated is Obito for me, this guy has intelligence feats that surpasses Itachi's in my opinion, one of the smartest guys in the series as far as analytical, strategical, and planning abilities go. A real genius Madara trained him well. He not only used a bunch of power-house freaks but also deceived most of them into thinking he was a newbie to the organization and ultimately hid his real plan from them all. He controlled the Mizukage for years with his genjutsu. Foresaw Itachi dying. Every time Naruto and co. threw a wrench into his plans, he would look at zetsu and say onto plan B, he always had a backup plan when things went wrong. He didn't even need Madara to go through with Infinite Tsukuyomi. Obito knew everything about the Uchiha clan secrets, techniques & everything about the shonibi world. But most people overlook all of that.
Most overrated would go to Madara, but Itachi is rightfully deserving of this honor in my case. One of the most most heavily praised characters in the series, and I must say intelligent by all means. But his plan for Sasuke fell through and never worked out, nor did it make little sense. Itachi fully expected Sasuke to leave Konoha to find the means to kill him but Is surprised that Sasuke has become detached in his quest for Vengeance. You know the thing Itachi has been trying to make him do. Since Itachi's goal was to make Sasuke Stronger then him and have him preserve the Uchiha Legacy and become a Hero. He mindscrews Sasuke a few times and is surprised that Sasuke is mentally unhinged. He judged his brother poorly something he didn't realize until he had already failed and died. His fans over-exaggerate him to no end, and you would swear he is as intelligent as a super computer and as strong as the juubi according to them. Don't take this as me bashing him, I'm not, I'm just stating my opinion.
