IC gai never starts off with the 8th gate. Even against rikudo madara, he used the 7th gate first, and would have died if not for lee.(in other words, he never would have had a chance of open the 8th gate.) So I think bogard means that Nagato would beat Gai before he even opened the 8th gate.
