Judging from Madara's new cloak, it's more complete than Hagoromo and closer to Kaguya. Adding on that he has battle experience and more acknowledged, then Madara is more powerful only by slight percentage.​

OT: It's difficult to say. :eww: I mean Madara had both Yin-Yang powers and Uchiha and Senju DNa just like Hagoromo. U_U Hagoromo also said that Madara was trying to reach his mother, Kaguya's level. It sort of indicates that maybe Hagoromo didn't get to reach Kaguya's level for certain reasons(he explains in the scan shown in the link^). I think it's safer to say Madara = Hagoromo.

They're beyond 2 halves, it was 2 halves added on top of the already existing powers of Naruto and Sasuke. And pretty sure double Rinnegan Maddy was toying with them.
