Yes he should he have many things to answer for but this will be a "short cut" kinda way which is Sasky specialty. It will be for kage to not push charges for kidnapping B for killing the samurai for aiding the enemy etc it will be a first step of many IF he lives which he shouldn't

Why does he need to be redeemed again? He is the one who brought the edo hokages in, has been helping save the world, and will be the one to awaken everyone from IT. The only thing he really did wrong was attack Bee and kill a few samurai.
