His Katon was portrayed as being a real threat and anyone who fought him (excluding Susanoo or Kurama users, or any character w/ anything near op in their possession) always cared for having the proper counter (Suiton). The rest were just bunch of proficient fire users.

Obito's unique Kamui combo
Jiraiya's combo with Bunta is devastating
Itachi shows insane skill when he throws shuriken into his Phoenix flower jutsu
Madara... Just watch his fight against the SA LOL

However The Sauce's Enton is too hot to handle. I think his Ama-arrows are the fastest/strongest fire tech. Being able to make walls of ama and other crap is just cheese.

I think that before Sasuke got the sages powerup that Hiruzen has better fire jutsu than Sasuke if you don't count MS techs.
