Maybe for a War with the Animal Sages?, If they were not affected by Madara's jutsu then they may pose a problem for Kaguya. Think about Her facing an Army of Animal Sages with Naruto and Sasuke.

My guess is the Infinite Tsukuyomi/World of Trees: Genesis only affect shinobi. I think that the power of Mokuton is the power to use the God Tree's chakra absorption by proxy. Only shinobi contain the God Tree's chakra. There are plenty of non-shinobi in the world to rule over.

As is shown in the new chapter, Kaguya plans on turning everyone into White Zetsus in order to create an army. In addition, Kaguya herself even says that this place was her precious nursery and that she doesn't want to damage the land any more than she has to.

So my question is, what does Kaguya need an army for? She has EVERYONE in the world (or so we have been led to believe) under the IT, so what is the point of having soldiers? Who does she need soldiers to fight against? Does she just want mindless slaves/servants?

This is probably why Kakashi asked her what her objective was, because so far it seems unclear why she would want everyone to be a White Zetsu or need soldiers. What do you guys think she wants the White Zetsus for?

Who cares. This manga is like a train wreck, gruesome to watch happen yet we just cant look away.

its illogical. Maybe we will get aliens in Naruto next... We have to agree that the manga is getting worse as it passes but we are in that point where we have to see how it ends after all those years. I am not satisfied though. Madara was the perfect final villain. It had all. This final villain we barely know, and has no ties to the storyline whatsoever. At this point, when Naruto and Sasuke will win, and they will because this is the point, it will be utterly trash because there is no logical way for them to defeat her.
