You're right, but if they do have a final battle it will probably be a fight where the winner will become the next hokage but this is sasuke we're talking about here, he might become evil all a sudden after the war and kishimoto probably wants to extent the manga to end late on 2015 rather late 2014.

I think Sasuke is too and you're right, they're ideals are different. People say that Naruto will let Sasuke become Hokage, but it isn't up to him and becoming Hokage is something Naruto has ALWAYS wanted to be and besides, Orochimaru plans on seeing where Sasuke goes.
