His S/T jutsu allows him to swap people and objects locations within a certain range. That catches Sasuke's targets by surprise.

Naruto faced Ei at his fastest speed yet still felt the need to compared Ei to his father. That tells us their speeds are similar. Naruto was able to evade and hit the 3rd raikage.

That is unsupported by the manga. Why? Madara was distracted, yet he still perfectly blocked Naruto's attack using his cloaked form. Nothing but excuses.

He said, all of them are fast, he didn't say he has the same speed as Ae. Ae is faster than third, because all relevant shinobis could see and follow his movements to erect defences.
