I also theorized a while back that Katsuyu was originally her summon while the the white snake sage was Hamura's, Gamamaru was Hagoromo's (which seems implied now) and Gamabunta and Manda were Ashura's and Indra's.

With this, I believe Jizo is a kekkei Genki, directly relating Jiraiya to the Ootsutsukis and the transmigration technique was found in a scroll by Orochimaru and created by the Uzumaki clan who derived it from Kaguya.

About Katsuyu it would actually make sense. It has been stated that she's incredible huge so it would be make sense for her to be the one who can summons her.

There's isn't much to go on with it, but Katsuyu being from a forest, the largest summon and still mysterious herself could be indications.

Oh don't give me that power level crap. Kekkei Genkis and jutsus are what they are regardless of chakra level or lineage and Kaguya's are direct comparisons to the sannin's. She also has the Byakugan like the entire Hyuuga clan.
