Not saying that, but I have a feeling what you were referring to was movement speed, which is a big no no. Overall, I'd say Sasuke's faster at close-mid range due to teleportation.

I dont know about other people, but I was always saying that Minato isnt the fastest when it comes to foot seed. Teleporting ang moving are two completely different things.

Sasuke has always been incredibly fast. In the beginning of part two Sasuke blitz Naruto without Sakura and Yamato noticing any movement. In the latest chapter Sakura can follow Naruto's movements while she couldn't follow timeskip Sasuke speed. Does that mean that Sasuke had his teleport ability all along? Nope, my bwoy sauce always had haxed footspeed. Now that he has teleportation he is the fastest in the manga.
