[Theory] Kaguya's Zetsu>Madara's Zetsu

I doubt Kaguya's zetsu will be equal to Madara's zetsu in prowess. His was made out of a sample of DNA and grown from the Gedo Mazo. Kaguya's are made out of actual people and grown from the God Tree.

The God Tree has planet's worth of chakra. Making them at tailed beast level isn't much a stretch.
