And? They can be next to each other as infants with a year difference in age. And anyway, Kishi probably just didnt want to spoil everything so he introduced the brother later.

Actually it was Madara+Black Zetsu that turned into Kaguya. Kaguya's will was in Black Zetsu, so it was separate from the Juubi.

Hagoromo and his brother is probably like Sasuke and Naruto. They are the same age, but with a few months apart. (Sasuke being the older, and Hagoromo most likely being the younger.)

Also, it was Madara + Juubi + Shinju + Black Zetsu that turned into Kaguya.
