Ok so if all the white zetsus are created from people within the IT, and Spiral Zetsu is clearly different from the rest, then he must have been somebody important to Kaguya in order to keep him different.
My guess? Hamura.

Based on mangafact,if white zetsu's origins was come from normal people who been caught by genjutsu and those people were been turn slowly overtime,its means the previous white zetsus created bu prime madara is also from previous normal people or should i say,previous shinobis ? How did madara do that ? Created hundred of zetsu using the flesh of human body,during his critical time of dying while sucking up life force from gedou mazou ?

I dont think he was "creating" them, I think he was simply pulling them out of their cocoons from when Kaguya cast IT... it would seem as though her will lied to him that using the Gedo was allowing him to create instead of just taking what was already there
