All joking aside it's probably Luffy, Sanji, Usopp, Zoro, Franky, Chopper. Brook was an adult male on a pirate crew when he died he probably hooked up before. Robin more than likely used her body to get closer to the poneglyphs at some point in her life. And Nami was a prisoner to a crazy fish man gang, depending on how dark you wanna get with it she probably isn't a virgin either.

Sanji definitely is and Franky more than likely is too he was 12 when he got run over by the sea train chances are high that in a shonen manga(or real life for that matter) that a 12 year old wasn't getting his rocks off. After he was a robot gets into a whole different debate of whether that counts or not, what parts he still has yadda yadda yadda(He doesn't have anything but front skin left right, isn't his back the only not metal part left on him?)

Sanji was just a 19 year old perv when we met him. Working on a floating restaurant, frequented by mostly male marines or pirates, the few females that came across the restaurant were undoubtedly already taken or were so creeped out by Sanji's over zealousness that they'd leave. Also, as Azu said, Sanji almost died just from touching boob, if he had ever gotten further that wouldn't happen still and there's a high chance he'd have died.
