Nope. Kisame is more likely to be overrated.
For example Tsunade takes him on mid diff.
Anyone who can kill him without using chakra takes him, thus, taijutsu users.

No, actually Kisame is weaker than a lot of people think. Many people on here rate Kisame to be one of the strongest in the manga simply because of GSB(or whatever it was called). While he is strong he isn't as impressive as many people think, he isn't even the strongest of the 7 swordsmen of the mist. His sword is what gives him so much strength and he had to ambush and trick his old master just to get that sword. Without Obito there helping Kisame couldn't have stolen Samehada.
