Against a mindless Sandaime Raikage. Kabuto had completely taken control over his will. Do you really think had he had his own senses he would have just let Naruto do that. He dodged Rasenshuriken from KCM twice in rapid succession. One can't possibly believe he can't dodge the much lower and inferior basic tennis ball size rasengan!! Kabuto does not know the entire extent of his Edos abilities and therefore he did not use Sandaime to his full capacity and the fact that it was all because of plot and all versus threads are non plot. Prime example of this was Nagato. Kabuto had no idea Nagato was a sensory type, he had no idea how Itachi had found him. Not only that but after Planetary Devastation was destroyed, the dust rendered Nagato's vision useless and he got Totsuka sealed. Had Kabuto known Nagato was a sensor he would have avoided the incoming attack but once again, it was all plot. Oh, and the fact that SM Naruto has Kumite, he is in fact better at taijutsu than KCM Naruto.
No it does not, movement speed and fight speed apply to every character in the series. Let me break it down to you:
Attack Speed: is how fast one is able to attack/fight, meaning how quickly they can react during a fight, and how
quickly and precisely they can attack a person. This trait is usually reserved for people who are very capable taijutsu users and can hold their own well in CQC.
Movement Speed: is how fast one is able to move their body from one set location to the other, whether they are physically moving or using something like FTG, its still movement speed.

, a speed that requires utmost taijutsu knowledge, speed, precision, and accuracy to perform. Now tell me, do you think Naruto can attack someone 64 times with his bare hands and all the attacks hit at the same time? Can Sasuke swing his sword 64 times so fast that all the slashes hit at the same time? It goes to show that taijutsu specialist normally have superior fight speed to people who do not excell at taijutsu. Naruto and Sasuke might be faster at moving from one place to the next but they certainly don't fight faster than Neji.
Now, the Raikages are taijutsu specialist and like I just linked, fight so fast he killed dozens of people in
literally one instant with a single melee attack where he would have needed to go to each of those men individually to attack them up close and personal, yet it happened so fast all we see are the men lying around dead. He moved and it was like a blur. Itachi is not reacting to him.
