Base on Rikudo´s explanation I would say, yes, because together they are strong as Rikduo, but Kaguya was even stronger than Rikudo even he was Jubi full Jin.

I'll never understand why people are ready to shower Naruto and Sasuke with more powerups before they even get to see the full extent of the powers they got like 15 minutes ago manga time. Also the fact they are okay with Naruto and sasuke being handed more powers a second time and usually would pull the asspull card..
