Sasuke will be the last villain lets be honest who gives a fukk about kaguya why make the final villain someone we just found out about honestly pain and orochimaru was great villains but it went down here from there.

Danzo, Obito, Zetsu dont really strike me as amazing villains madara was the best villain in my opinion before he became so6p its gone down hill since then but sasukes heart is dark and cold and hes selfish only saving naruto to benefit him he is best suited for this position.

If you count Sasuke fighting Naruto in the end as a "final villain" move, then sure. However, that's the most he'll do as a villain. He won't do crazy shit like Madara.
