Actually now that i reread everything about the whole 6 paths... and etc it actually makes perfect sense that she is the Final villain. In fact its more like she herself really isn't the final villain, but the hunger for power is the final villain.

If we base the "greatness" of a villain on his/her backstory, I would certainly consider Obito and Madara as great ones. But I don't understand why would Orochimaru be considered a better villain than Kaguya. While he certainly appeared in the manga more frequently than the latter, he still lacks a developed backstory , just like Kaguya (so far) , as far as I know.
