Remember he can use only 4-5 shots per day and now without sharingan he can use upto 6-7 shots but it became imperfect.

He's using a chain of pure lightning to restrain or dismember his opponent. Nothing in the scan suggests running at high speed in both cases it was used. And ibn both cases it was used it was to subdue his opponent. He didn't hit the jins he merely cut the chakra arms. In its second use he restrained the gedo mazo's foot.
