Neji is talking about you cannot have the choice to change your destiny. That you are forced to choose your destiny.
Naruto CHOSE his destiny.
Think of it like this. Your dad owns a company. He wants you to take over it.
Nejis version, is that no matter what, you are stuck takeing over it because it is your destiny.
Naruto simply says thats bs. You can go and chose to become a doctor, or school teacher if you want. You are not stuck being forced to take over the company. You have a choice.
Prophecys are just predictions. Some are correct some are wrong.
Just because a prophecy is made does not mean that people have no choice but to fulfill them.
For instance I could make a prophecy that iran will nuke israel in 2016. That does not mean they will or that they are unable to choose to not do that. In the case of the elder toad. He looked into the future. He saw naruto doing the things he did. Naruto was free to do otherwise. But he CHOSE to do the actions.
So far we have no idea exactly how the indra and ashura incarnations occur or when. For all we know it couldve just happened at vote. Not neccesarily birth.
Anyways. I just wanted to point out how it really is a misconception that naruto is where he is just because he was predicted to do so.
That does not mean that the manga wouldnt be better off without all this stuff.
In my opinion, why naruto isnt quite as good is for several reasons.
1. Kishi kinda left out side characters as much. He did not develop them. For example if he had developed more characters, he couldve killed some of them, to make the war more impactful.
2. Kishi deviated from haveing more stealthy and tactical battles.
3. Kishi developed the characters powerups to quickly. At the end of part 1(vote fight), a waterfall was destroyed, in a full on attack. Now suddenly after a timeskip the characters can destroy waterfalls with ease.
4. Kishi did not introduce the logical reason why the fights became less stealthy. He just kinda made it happen.(that reason is, why spend time trying to hide and stealthy take out your enemy, when you can use a attack, and destroy the battlefield, and expose your enemy?)
5. Kishi killed off the akatsuki a bit to fast. It felt to some degree that they were defeated easily.
6. Kishi made the top5 characters completely absurdly stronger than people below them. If he made more people somewhat compareable, then it wouldve been better.(for example. Kcm/BM naruto could fodderize k11. none of them were remotely as powerful as him. Thus as naruto gets yet another powerup, he could probably take all of k11 on at once with ease. This is not because k11 is weak or fodders. But just how much stronger naruto is. And that the k11 were not developed very much.
7. Kishi just made uchiha powerups way to op, just for someone getting upset. Their current power level is fine. But when it just instantly makes the uchiha super powerful, without them haveing to train to get better at it, and for it to get stronger, just makes it really cheap.
For example(of how it would be better) Hyuggas have the byagukan. However they must train their bodies, and practice hard to be able to utilize the full potential of the Byagukan(gentle fist) In the case of sasuke, he was able to use MS moves as powerful as itachi without any real training. He was able to amatersu the entire hachibi without any training.
Think of it sorta like sasuke with fire style jutsu. He had the potential to create great fireballs. But he was barely able to create flame at first when learning to use the jutsu. However after training to use it for a while, he was able to create a large fireball.
he didnt just go "fireball jutsu" for the first time and create a massive fireball.
So I would think it would be better if Sasuke the first time useing amatersu, just created a campfire size of flame. And after training it for a while could progress to hacibi sized flames

So if I had to put the reason naruto isnt as good as it was before, as a single thing, then I would say it is because he didnt develop other non crucial characters enough. He just has 5-10 people who are so op, that no one else can compare.
If I could say a second reason for naruto not being as good, it would be that power levels escalated way to fast, and that other characters were left out of power levelups.
Lastly, naruto did not take any shortcuts to hokage. Being hokage is not as much as being the strongest, as it is being respected and supported by the village. Danzo was signifigantly stronger than hiruzen was in his old age, but he was not supported the same(in many cases he was actually opposed). Thus tsunade was sought after instead.
Naruto, may have had his power ups. But he had them progress, as well. When naruto referred to there being no shortcuts to hokage, it was mostly in relation to how the hokage must be respected and aknowledged. How one must progress and get there.
And naruto certainly progressed there. He went from being hated and despised, to being respected as a person, to being respected as a ninja, to being admired as a ninja, to being aknowledged by the shinobi of the village, and then the world.
He didnt just cut through, and go from being hated, to being aknowledged instantly. It took 600 chapters to be aknowledged by the shinobi world, and it took 400 for him to be aknowledged by his village. It took around 100 for people to not hate him anymore(after he defeated gaara.)
Hardly a shortcut.
Anyways. We can all agree that there are quite a bit of things kishi couldve added or done differently to have made the manga better, and preserve the part 1 sentiments that people enjoyed. It would be better to find the things we agree with and focus on those than the ones we disagree with.
