The fact that he can shroud himself with a cloak of Lava almost makes him pretty resistant to hand to hand combat, And he's a Jinchuuriki so i think that he would be Kage level.

He's good enough to be beaten by kisame n praised that he gave him a hard time. Considering fire is samehada weakness . And kisame butchered bee with ease. I'd say roshi was very talented.
