I don't think Obito's ability is passive. It only seemed passive because of when he first attacked Mist ANBU ninja and tried to touch Rin but that was back when he couldn't control it. If it was passive, Obito would be slipping through the ground and should have a lot less hits on him IMO

OT: Naruto wins this mid-high diff. With Naruto's sensing abilities, Obito would have the hardest time trying to solidify and hit Naruto while being intangible. Kamui is a difficult move to get around but with Naruto's intel, speed, even better sensing abilities and clones, he should pull off a win.

Had this been BSM Naruto, I would have said Obito high diff.
