At first I was liberal but i'm starting to think that there is a reason kishi made like all of them get wrapped up and saved a select set of people. Chances are these wrapped up people won't be making any surprise appearances any time soon because this was the best way to sideline them. Hopefully, because now he doesnt have to worry about their development he can deal with the ones around at the moment.

No ones immune except the hokages once they distract madara team 7 will have to hit with everything they got or its over by the looks of it hinata by all intents and purposes is curbed she had the rinigon in her eyes and was wrapped up so can't see her being relevant at the moment
