It is about the quantity of both. If the Katon is bigger than the suiton, then the suiton will simply evaporate. However, if the Suiton is bigger than the Katon, then the Katon will simply get put down.

Otherwise his superiority in this particular field is undeniable.

Lol tbh i don't know. I think he uses water as a medium, since he can only absorb chakra when he's in contact with the water. He's weird ._.

Regardeless, judging from what he has done with Suiton overall, he's number one imo.
