Mei could win if she overwhelms him with Lava Style. Her ninjutsu level too high.

Not to mention that acid ends Kisame low difficulty when she increases the PH level, melts his being completely.

His GSB absorbs any ninjutsu and gets powered up. Mei can't fight in the water dome either. Kisame outclasses her in pretty much every single way.

Partially this if he fought lava style before and won that gives him an intel advantage. Aside from that he has massive stamina and a large chakra pool he can easily take advantage of the battlefield using large scale ninjutsu. Mei is powerful but I don't think she can beat Kisame.
