Beisdes, how can you say Hinata hasn't been trying to surpass Neji when she knows Air palm and 64 palsm. the only thing Neji knows that she doesn't is rotation; but then again, Hinata knows lion fists and neji doesn't, so it balances.

I disagree. Hinata could beat those three, especially Shikamaru, he isn't even a fighter and he needed tons of prep time to beat Hidan. His intelligence wouldn't really help in a fight against Hinata since their really is nothing for him to exploit from her fighting style.

as for Kiba and Shino, once Hinata gets rotation, she'll be able to handle them very easily.
