He's supposed to have the greatest battle smarts in the manga after Shikamaru.
His feats in this area are also top notch. Obito isn't really that smart, and Itachi and Sasuke rely on their big weapons a lot more.

Its already been shown and confirmed that no being can match Kakashi's intellect in battle. Analyzing the functions of Kamui, Deva path and Tsukuyomi is far greater feat than analyzing Chibaku Tensie or Limbo Hengokou.

Itachi and Sasuke - both of them have never failed to analyze anything. Kakashi utterly failed with complete Kamui analysis, which Sakura did so in a heart beat. It took him 200 chapters to replicate her feat. So, he he isn't in their league.

But that doesn't mean he isn't smart. The guy is still a prodigy and is a mulch-faceted Ninja. He is apt at using traps, tailing ninjas, and coming up with strategies. However, not even he is at Sasuke's caliber when it comes to quick silver strategies. The guy just dishes them out on the spot, in the face of death even. As that would be the time when it would be impossible to think straight.

I'll say, it's something like this:

- Itachi and Sasuke.
- Kakashi - though he is damn close.

Obito is not in their league.

Because Kakashi not only have to figure out his opponent as well as conserve as much energy as he can...
Itachi has to do the same but his MS helps him alot in the aspect, he can easily sit behind Susano'o for a minute or two until he plans a strategy...

Kakashi works with less and has been the most praised in this area after Shikamaru and his father. That's enough for me to put him above Itachi (who already got outsmarted once) and Sasuke (who revolves more around 'flashy' jutsus).`
