We don't know much about Hozuki so I say Nara clan wins.

From what we've heard of the Hozuki clan we can safely assume they are MUCH stronger calibur of ninja

(Mangetsu mastered all of the 7 swords as a kid and The 2nd Mizukage was of the Hozuki clan too, remember even Suigetsu went toe to toe with the likes of Darui and the 8 Tails, also taking out Spiral Zetsu)

Hozuki win but that's not to say Nara aren't badasses too, they just need other people to command and use to win.

Hozuki clan takes this one.
They've produced (at least) one kage and two shinobi capable of mastering all the seven swords of the mist (i'm including Suigetsu in the future ofc).
The Nara aren't really battle oriented in the sense of directly confronting their enemies. They're better on the back lines, analysing a situation to turn it around and help their teammates.

Trollkage was a hoozuki, and no one in the nara clan can Bust the clam. Hoozuki just sit in the mist, firing Water Guns.
