Why is Kishi making Sasuke more important than Naruto?

Wouldn't such a thing be both of them defeating Madara, that sounds more like a two strike attack, Naruto drains Madara leaving him vulnerable and Sasuke strikes to trap him.

I think Sasuke is getting more important scenes recently since he has to reform and all eyes are on him with respect to working with team7.
