Understand a few things.

1. He is Lord Madara, a freakin' God. Secondly, nobody has a knowlegde of occular powers like him. Itachi said that Susanoo is the power that can only be obtained with MS activated in both eyes. Why do you believe him and not Madara? Maybe Itachi was wrong.
