Hey there Everyone. Prepare some snacks & drinks because this somewhat a long read (Just a little bit).
I want to show you a Theory that came to my Mind:
We don't know from where Kaguya came from, we don't truly know why she came & why she did the things she did. All we know is that she ate the fruit & became Power hungry & controlled everyone through Power & Force.
So, what I finally believe now is that Kaguya is the Juubi. Why? I'll explain! After Kaguya consumed the fruit she became like the most Powerful being ever. She ruled a long time over humanity until her time came to pay for her sins, this was following:
I believe that the Shinju Tree sucked her in & trapped her inside of it. At this point, I want to mention that Kaguya, in japanese Storys/Legends, originally written in the year 900, was found in a Bamboo from an old Man. The Bamboo at this point would be the Shinju/God Tree.

After sucked in by the Shinju, she somehow merged with it (Because she would not accept that she is trapped? Because she tried to break out? She was very Powerful afterall) & became Juubi, who lacks a proper Mind & became a mindless beast who terrorized the World. Do you see the connection?
Here, I want to clearify why Obito didn't get that third Eye after he became JuubiJin. Simple, it was because Obito didn't exactly share the same View as Madara did. Obito wanted to create that Dreamworld for Peace. Only. Not because of some fruit or Power he would have got from it.
Madara on the other hand is obsessed with Power, like Kaguya was.
While he wants Peace, he seeks for Power & even more Power. We all know that.
That is why he is closer to Kaguya than anyone else. You could say he is Kaguya 2.0 or the manly version of her.

& since Madara is crazy like Kaguya, it only makes sense why she would want/let Madara to absorb her/Shinju/Juubi to get the Power he needs to cast Mugen Tsukuyomi.
The things I mentioned above about Madara are the reasons why I think Madara was chosen by Kaguya for that Plan.
I think right now, Kaguya isn't able to do anything in her current state except that she only can give someone, in that case Madara, Power (Like Hagormo did with Naruto & Sasuke) to fulfill the things she wants for her own sake.
After her defeat by her 2 Sons, & being sealed into the Moon, she somehow planned her Revival.
She somehow influenced Madara while being sealed. I can't say how but it looks like it.
Conclusion:
Mugen Tsukuyomi is a Plan for her complete Revival. Since the Juubi Form of her is her incomplete Revival. I don't exactly know how it will work for her Revival. But we know that the Shinju at this point is sucking all the Chakra from all the Shinobis while having them alive. I believe that all the Chakra will not let emerge a new fruit but Kaguya! Since I mentioned above She was originally found in a Bamboo, in this case it's the God Tree. So this will be kind of a Reborn of her. She will come out of that Tree once again. Behold!

One day, while walking in the bamboo forest, an old, childless bamboo cutter called Taketori no Okina (竹取翁?, "the Old Man who Harvests Bamboo") came across a mysterious, shining stalk of bamboo. After cutting it open, he found inside it an infant the size of his thumb. He rejoiced to find such a beautiful girl and took her home. He and his wife raised her as their own child and named her Kaguya-hime (かぐや姫 accurately, Nayotake-no-Kaguya-hime "princess of flexible bamboos scattering light")

[God Tree > Fruit > Kaguya eats fruit & gets Sharinnegan > God Tree sucks Kaguya in (because she has to pay for her sins) > Kaguya becomes Juubi > Hagoromo & his Brother are defeating her > She gets sealed into the Moon > She/Juubi gets revived (still incomplete) as Juubi who also has Sharinnegan > Later on Juubi, through Obito, becomes God Tree again who has Sharinnegan in it > later Madara absorbs God Tree & we see Kaguya speaking who says, after Madara asks who is speaking? It's the God Tree, Shinju, Juubi, absorb it all!
