Naruto's not stupid, but he's definitely not smart or at least in the sense of how most people think a smart person would be.

Foremost, Naruto is socially a bit goofy but even more of the issue is that he will say or do things without really thinking them through. People are going to attribute this mostly to him being stupid, rather than attributing it to recklessness or courage. He's a trial and error guy as well and feeds off of experience rather than understanding (on most things), so people are going to be seeing a lot of error.

Personally, I think he's original and extremely creative, but probably not smart, at least in an IQ-type way. But who cares, smarts aren't everything and I don't want him fighting or acting like Shikamaru and Sasuke do.

Being a genius is about inventing, and coming up with something ordinary, that works in either intellectual/ creative way. Naruto's case is often creative and intellectual. He's the only person that's mastered shadow clone jutsu to the point they are aside from hashirama, he's the only person that has mastered rasengan to what it is.

You guys are getting "comical goof" mixed up with being dumb, someone dumb wouldn't survive in ninja world lol. Im not even fanboying on anything, im just being legit lol, he's simply funny and goofy.
