Shisui's genjutsu doesn't need eye contact, causes the target not to realize they are under genjutsu, and only take ten years to recharge if taken out of his body, like in danzo or the crow.
Shisui can recharge kotoamatsukami in one day, meaning
he can one shot any two people guaranteed per day. So yes,
shisui is solo king.
Completely wrong. It takes ten years to recharge for anyone, regardless of if it's Shisui or not. The only exception is if you are in possession of Senju DNA which lowers the cool-down time to a few hours, something Shisui did not have. That's why Shisui did not attempt to KA Fugaku with the eye he had, he already used it on another mission and it was on cool-down, hence why he gave it to Itachi.
It also needs eye contact, considering that Itachi had to look directly at the eye which was in the crow for it to work. Danzo had to continuously look at Mifune as he was controlling him, we don't know if he showed Mifune his eye prior to that though. Also, Danzo took off his bandages that were covering his eye when he decided that he should attempt to use the eye on Obito/Tobi. It requires eye contact.
He isn't one-shotting anyone. Sadly enough, the one time we saw KA in action and work correctly was when it was in Itachi's possession with that crow. You can avoid a genjutsu with clones, someone could just troll Shisui and then he'd lose him MS in that eye for ten years. XD
Shisui is not a soloking, he let his guard down absent-mindedly and then proceeded to get thrashed by Danzo. Other shinobi such as Kakashi and Itachi probably wouldn't have done that at the time if they were in that position, they would have probably kept their guard up and bolted instead. Soloking is a fandom name given to Itachi, but in reality no character is "soloking".
