How can you be better than kage if you cannot beat any of the kage?

Easy no one even know's who the strongest kage is but that doesn't mean you can't be kage level, even if you are the weakness among them you can still be kage level like sakura.

Hebi Sasuke isn't high Kage level yet he has the ability to beat her without lashing out his strongest move pool. High kage level consist of the likes of Base Minato.

The difference between being at the high end of low kage tier and the low end of low-mid kage tier is such a huge difference, am I right? On the other hand, how is Sakura only mid-high jounin level when according to you, Kankuro is high jounin/low kage level (

how the heck is she kage level? having powerful attacks/jutsu does not make you kage level. she has no real fighting skill, at least not any exceptional skills in it. at best her fighting skill is low jounin. she's has some intelligence, but it seems that she fails to use it in most cases involving fighting. the fact that she thought she was on naruto/sasuke level means she overrates her powers immensely, making me question her intelligence. she is strong yes, capable of killing most people with a single punch, but that does almost nothing if you can't connect because everyone's faster than you. she has no real ninjutsu other than medical. if you are more than a couple feet away she can't do anything to you. the best she could do is punch the ground, but then they could just jump out of the way. so the point is, her abilities themselves would put her at a kage level, as tsunade posses the exact same abilities, but her lack of speed, agility or any sort of tactics and battle smarts, put her back into the jounin rank.

They can't be the same. Her natural strength will never be as great as Tsunade's, nor will her chakra reserves.

The strenght part is not important really (since her CES is even greater) and chakra reserves are not a problem regardeless (she also doesn't have to waste chakra on looking young, that compensates a bit).
I meant in terms of taijutsu, speed... She can make up with other areas.

Well since she mastered the Byakugou, the Yin seal and Katsuyu her ninjutsu now is definitely 5 ( up from 3 )
Her taijutsu maybe improved, but she still lacks feats, so let's say she has 3,5 ( up from 3 )
She has no new genjutsu feats, so her old stat remains ( 3,5 )
She is definitely moire intelligent now, but still not as intelligent as Tsunade. 4,5 ( up from 4 )
Phyiscal strength... Hmm, nothing suggest her natural strength increased, so her old stat is still accurate ( 3 )
Her speed definitely increased, she is now at least as fast as Tsunade if not faster 4 ( up from 3 )
I think her chakra levels are also higher 3 ( up from 2.5 )
She activated the Byakugou without handseals, or she was able to do them extremely fast. 4,5 ( up from 4 )

Overall = 31.

She is nearly equal to Tsunade, but by stats she will never surpass her.

Aside from the obvious 5 she'll earn for ninjutsu, all the bolded stats are impossible to predict based on what we've seen and what you typed is merely speculation/opinion. Kishi seems to enjoy throwing around some big or small numbers when it comes to stats.

Tsunade has a 5 for taijutsu, but does she look that good in taijutsu at all? Same thing goes for Sakura who's supposed to surpass Tsunade and seems like she has done it already. I wouldn't be surprised if she scored a straight 5 as well.
She's yet to cast a genjutsu on someone, but that doesn't mean she hasn't improved. She is a genjutsu type after all, and Kishi doesn't forget about statements made in the past. Another 5 wouldn't surprise me either.
Yet she stands out as the smartest of the generation after Shikamaru. Tsunade is intelligent, but again, she never showed to be that kind of genius to be worth a 5, but she still has it regardeless. Maximum score would be more than earned here.
If she continues to train, her physical strenght will continue to grow. We've seen nothing to judge her base strenght, but then again, given the fact that she's Tsunade's little clone, why not give her some bigger number as well?
Her speed doesn't seem to have increased at all ._. I dunno why some people say that, but at least half a point more she should have (just because tbh, feats aren't needed for this or anything else either).
Another case where we can't judge but where its obvious she'll receive something more given her portrayal (talking about her stamina).

By portrayal she has already surpassed her (no chakra waste, bigger strenght and Kishi knows what more), now she just needs the stats to solidify and confirm this.

Her abilitis are undoubtedly Kage level, but her experience in combat is jounin at best.
