cause you ask for most clever it's orochimaru, the pain attack wasn't much cleverness about that, he went in like they can't do anything to me so i just walk around grabbing random people by the troath asking them were naruto is.

Each of the attacks have served different purposes :

Obito w/Kyuubi & Orochimaru - killed the Hokages

Uchiha massacre - Reduced Konohas military strength

Pain - Managed to wipe off Konoha from the map

The uchiha massacra wasn't really a attack on the village, it was basically the village exterminating revolutionaries.
